Does this mean 1 can no longer be fired? Now, they'll just be "de-hired", "employment-challenged", can't be downsized, as that has a negative connotation, so they're "laterally moved" from the ranks of the employed to the extended-vacationing w/o pay or benefits?!? To "not fail" implies success, so I reckon they'd be succeeding in incompetence, ineptitude, etc. Hey, THAT explains a lot about the Obama/Biden administration, as those 2 are experts in those subjects!
